One of the many link-farm spams recently said that Google no longer
considered reciprocal links in determining search rank.

Has there been a change in policy on this? I thought reciprocal links
were of value PROVIDED links were relevant, is this still so?

They need to sell themselves, i wouldn't have been on first page of
search result for my search term if only one way links were
calculated, as i dont have any one way link, all my links are
qualified reciprocal links only, that is just a sales gimmick, forget
about it (to make it sure- i have a pr2 for homepage and funny enough
pr3 for my links page, how about that and all of the links are
reciprocal ones - the site is just 4 months old)

Define relevant. Anyway, don't get links because they'll help you
rank, get links because they'll bring you visitors.
